The Largest Industrial Employer in Northeastern Pennsylvania

Tobyhanna isn't a troop garrison — it's the Army's Center of Industrial and Technical Excellence for C4ISR: command, control, communications, computers, intelligence, surveillance, and reconnaissance electronics, avionics, and missile guidance and control systems. The depot provides cradle-to-grave lifecycle support — depot-level repair, systems integration, software and cyber engineering, and field support — for equipment across every service.

Reporting to Army Materiel Command's Communications-Electronics Command (CECOM), Tobyhanna runs on roughly 5,000 employees, the large majority of them civilian technicians and engineers rather than uniformed soldiers — making it, by a wide margin, the largest industrial employer in northeastern Pennsylvania. If you're PCSing here, you're most likely joining that civilian-heavy technical workforce, not moving into troop housing.

The depot traces to a 1951 Signal Corps land acquisition chosen deliberately for East Coast port and manufacturer access, while sitting outside likely Cold War blast zones; it went operational in 1953 and took its current name in a 1962 Army reorganization. Demand has only grown since — annual work orders topped $1 billion for the first time in the years following 2007, driven partly by a 40% workload jump during the Iraq/Afghanistan era.
